Adm. Engle joined URS in January 2007, transitioning to the private sector following a 28-year career with the U.S. Navy. In his current role, he works federal and Department of Defense programs, and he leads the URS division’s global Navy and Marine Corps work for projects involving the full range of facility and infrastructure services, including design-build, design, environmental, energy, contingency and base operating services, and infrastructure planning. Col. John W. Mogge, PH.D., RA, CSIP, F.SAME, USAF (Ret.)

Global Director of Technology, Practice and Design, Environmental Services Business Group, CH2M HILL

Col. Mogge joined CH2M HILL in 2001 as Southeast Business Group Manager in the firm’s Transportation Business Group following a 27-year career with the U.S. Air Force. In August 2008, he became Global Director of Business Development and Strategic Planning, CH2M HILL Environmental Services Business Group, and in January 2010, was named a Senior Vice President with the firm and appointed to his current position as Global Director of Technology, Practice and Design. Among his many achievements at CH2M HILL, he served during 2006–2007 as the Sustainability Program Manager for planning the execution of the 2012 London Olympics as a member of the CLM Joint Venture.[Full bio]

Anthony F. “Tony” Leketa, P.E., F.SAME, SES (Ret.)

Executive Vice President, Parsons Government Services

Leketa joined Parsons in January 2005.  He has held a series of successive leadership positions within Parson’s federal government group including Senior Vice President, Division Manager, Installations and Environment (I&E) Division, where he managed the vast majority of Department of Defense (DOD) contracts for the firm; and Vice President, Deputy Division Manager, Systems, Defense and Security Division. Prior to assuming his current position as Executive Vice President, Parsons Government Services, he served as President of Parsons Water & Infrastructure Group Inc., one of four primary business units of Parsons, where he was responsible for the business unit’s global operations. Executive Vice President, Government Technical Services, AECOM

Jane C. Penny, P.E., F.SAME, is Executive Vice President of Government Technical Services for AECOM. She is responsible for growing the federal professional and technical services business sector for the firm. She has more than 30 years of experience in planning, designing, conducting, managing and directing civil engineering, environmental and infrastructure projects. Prior to leading the Government Technical Services Group, she led AECOM’s Federal Business Development Group. She also was Regional Operations Manager for Dynamac Corp., and before that, served as Senior Environmental Engineer for the U.S. Air Force, where she was responsible for the oversight of regulatory compliance for all Air Force installations in the southeastern United States. William A. “Bill”  Brown Sr., P.E., HAIA, F.SAME, SES (Ret.)

Prior to his retirement,  Bill Brown served as Executive Vice President of PageSoutherlandPage LLP, where he was responsible for establishing strategic focus in the federal market. He acted as Principal-in-Charge of the site evaluation study for the $500 million National Museum of African American History and Culture. As a former  U.S. Army Corps of Engineers (USACE) Deputy Director of Military Programs, Brown directed one of the largest design and construction programs in the world—the annual $10 billion U.S. Army  Military Construction Program. He is a recipient of the prestigious SAME Golden Eagle Award for contributions to the engineering profession. [Full bio]

Dr. Robert D. Wolff, P.E., F.SAME

Robert D. Wolff, Ph.D., P.E., F.SAME, became the Executive Director of the Society of American Military Engineers (SAME) in September 2002. He is responsible for a staff of more than 24 professionals and a budget of nearly $8 million. SAME has more than 30,000 members and more than 1,600 Sustaining Member companies, public agencies and academic institutions.


In accordance with the SAME bylaws, national officers are elected prior to each year's Joint Engineer Training Conference & Expo. Nominations for elected office are made to the Executive Director by Jan. 15 and elections are held throughout the month of March.
