Every October, Deltek identifies and assesses the top 10 architecture, engineering, and construction federal contract opportunities for the new fiscal year. The combined total contract value of our FY2024 Top 10 A/E/C (architecture, engineering, and construction) opportunities for FY2024 is more than $38.7 billion and is made up of prime contract opportunities from a variety of agencies and industry segments–making these bellwether contracts important ones for A/E/C contractors to consider pursuing.
In this article, we’ve examined the findings on top A/E/C opportunities for the year ahead, plus the impacts they will have on government contractors.
How We Identified the Top Federal Opportunities
Each year, Deltek’s federal market analysts produce this series that includes analysis of the top 20 unrestricted federal opportunities, the top 10 federal set-aside opportunities, the top 10 federal professional services opportunities, and the top 10 federal A/E/C opportunities. The opportunities were drawn from Deltek’s GovWin IQ database of federal government contracting opportunities and were vetted by the company’s team of expert analysts.
The list of opportunities considered all have estimated solicitation dates in FY2024 and were selected based on either the total expected contract value or the anticipated ceiling value. Specifically, we identified the top ten A/E/C opportunities, which added up to a combined value of $38.7 billion for FY2024.
Key Findings from FY2024’s A/E/C Top Opportunities Research
- The top 10 opportunities are attributed to more than $38 billion in federal contracting demands. A full 40 percent of the solicitations are slated to be released in Q1 of FY 2024, while the remaining 60 percent are expected to take place on or after January, 2024.
- The projected award dates for these opportunities span from April 2024 to February 2025. Three major requirements are slated to be awarded in July 2024.
- The top overall opportunity for FY2024 is the comprehensive construction and engineering (C2E) contract. Offered by the Air Force, this large contract opportunity has an RFP date of February 2024 and an expected award date of February 2025, with an estimated contract value of $15 billion.
- With fewer contractors securing prime dollars, the subcontracting market is increasingly competitive–but major opportunities to win federal contracts are still out there.
Takeaways for Federal Government A/E/C Contractors
Our research into the top opportunities in federal government contracting for 2024 has highlighted several important trends that vendors should be aware of in order to best prepare for the new fiscal year. Contract opportunities/vehicles such as C2E and the Design-Build/Design-Bid-Build Multiple Award Construction Contract (DB/DBB MACC) from the Department of the Navy, among many others, will be some of the key procurements to watch.
Companies interested in growing their government contracting sales pipelines should stay attuned to the market and the new tools they may have to get an edge over the competition. In an increasingly competitive market, the businesses that are best prepared to leverage modern architecture, engineering, and construction software will give themselves the best chance to efficiently complete their government projects. And businesses preparing to consider the subcontracting market more seriously, both small government contractors and larger firms can develop a more diverse pipeline of potential A/E/C government opportunities.
