Topic: Resilient Microgrids and DER Emerging Technologies for DoD: The session will consist of an overview of Diversified Energy Technologies, and their significance in providing secure, reliable, and sustainable energy solutions. We will examine the successes and challenges faced by microgrid design and planning specialists in implementing diversified energy systems for Federal facilities and bases, offering valuable insights into best practices. The speakers will provide insight into industry’s most innovative and emerging diversified generation and storage solutions and how those can be integrated into existing infrastructure. To effectively and reliably implement Federal resiliency policies, in decarbonization, and energy security, we must consider the incorporation of maturing emerging technologies, in partnership with stakeholders and vendors, to increase the value proposition for the DoD.

Larry Almaleh, PE, PMP: Mr. Larry Almaleh, a professional engineer and project management professional, is a project manager at Black & Veatch with more than 40+ years of experience of engineering, construction and program management. He has managed Federal projects for more than 25 years. His experience includes project management, project schedule development, resource management and financial tracking and forecasting, development of Request for Proposal (RFP) development, site evaluations, power plant and electric distribution, vertical and horizontal infrastructure design and development, wireless telecommunications network planning and deployment, and field construction. Mr. Almaleh was the project manager for Black & Veatch on the construction of the Miramar P-906 microgrid project.
Dustin Rogge, PE: Mr. Dustin Rogge is the Microgrid Solutions Subject Matter Expert within Black & Veatch’s Connectivity & Commercial business unit and provides technology development for distributed energy and renewable energy projects. In this role, Rogge works with clients to find solutions deploying a variety of technologies that address power needs with complex project goals, including integrating solar, battery storage, and other generation sources with varying grid considerations. Dustin Rogge’s 30+ years of experience includes technical competencies with microgrid controls, power generation instrumentation and controls, industrial automation, auxiliary power systems analysis and design, as well as significant arc flash analysis, mitigation design and freeze protection expertise.
Bill Biehl, PE, PMP: Mr. Bill Biehl is the Federal Energy Resilience Program Director at Black & Veatch with more than 32 years of experience in consulting, project and program management, operations, strategic planning, and facility design services for Energy, Water, and Federal clients. He is the responsible for the development and execution of Diversified Energy Resiliency projects for Federal agencies, primarily for the DoD. His experience includes program management, project management, project schedule development, resource management and financial tracking and forecasting, development of Request for Proposal (RFP) development, site evaluations, control system design, energy optimization, energy resilience, and mission critical design. He oversees the execution of critical mission microgrid projects for multiple U.S. Federal government agencies.
