Program: AFP6 Cobb County Water System Tie-On Project

The AFLCMC Acquisition Environmental and Industrial Facilities Division (EZV) and Lockheed Martin Facilities Project Team managed the Air Force Plant 6 Cobb County Water System Tie-on project worth $15M from October 2013.

The project initially began in 2013 with a Feasibility Study, Economic Analysis, and Environmental Assessment. Evaluating the wastewater treatment system from an economic and operations stand point aided in determining the best option for its future state.

The mutually agreed upon option was to close the AFP6 Wastewater Treatment Plant and connect to the local municipality, Cobb County Water System for sanitary sewage treatment, which saved the Air Force and Lockheed Martin $200M in capital and life cycle costs to upgrade the treatment plant and $1M annually in operating and maintenance costs.

The team developed a community partnership with AFLCMC, Lockheed Martin, Cobb County Government, Cobb County Water System, Dobbins Air Reserve Base, Clay National Guard Center, and Wells Fargo Bank to execute this project.

The team worked diligently during a 9+ year period to successfully decommission the AFP6 wastewater treatment plant on 1 July 2024 and begin discharging untreated sanitary waste to Cobb County Water System. The decommissioned wastewater treatment plant infrastructure will be demolished in the near future.

The treatment plant is currently in the Dobbins Air Reserve Base airfield clear zone which also creates a Bird/Wildlife Aircraft Strike Hazard (BASH). BASH was eliminated upon the plant closing and the clear zone waiver will not be required once the structures are demolished and the area is returned to green space.

Furthermore, with closing the treatment plant, the risk of Lockheed Martin receiving Notices of Violations from the Georgia Environmental Protection Division due to contaminants being released into the environment was eliminated.

Refunds cannot be issued if cancellations are made less than 48 hours prior to the event. If the “pay at the door” option is utilized and the reservation is not honored or cancelled prior to 48 hours before the event, payment is still expected, and an invoice will be sent.

There is no need to print tickets or bring them with you.
