Presentation Title: NEPA for Practitioners: An Exploration of Federal Projects Across the Intermountain West
A discussion on the National Environmental Policy Act (NEPA) environmental review process with an emphasis on best practices for effective project development for a broad range of major federal actions. This talk will include a brief NEPA 101 incorporating relevant updates from the Council on Environmental Quality’s July 1, 2024 NEPA Implementing Regulations Revisions Phase 2 (89 Fed Reg. 35442) and mining and civil works related project examples from across Colorado, Wyoming, Montana and Utah. Special emphasis will be given to projects with unique development histories, technical challenges, public engagement strategies or interactions with Section 404 of the Clean Water Act. Additional resources related to effective environmental justice, air quality, and water resources impacts analysis strategies will also be provided. Ample time will be made available at the end of the presentation for questions and open discussion around any project examples that participants choose to share.

Speaker: Carolyn Gleason
Carolyn is Physical Scientist and Senior NEPA Reviewer, US Environmental Protection Agency, Region 8 (CO, UT, WY, ND, SD, & MT) as well as Mining Sector Lead, US EPA Region 8 NEPA Branch. She was the 2022 EPA Region 8 Horizon Award winner for her environmental review work related to transboundary selenium loading in the Kootenai River watershed. EPA technical engagement on the issue supported a March 2024 joint reference on the issue to the International Joint Commission through the US Department of State.
She previously was a consulting Geologist in the San Francisco Bay Area, focusing on remediation strategies for groundwater, soil, and soil vapor impacted by chlorinated solvents. Carolyn earned her MS from Purdue University, Department of Earth, Atmospheric and Planetary Sciences, with research emphasis in applied hydrogeology and arid region spring geochemistry.

- If parking within the building, take the garage elevator to the main lobby. You will be unable to go directly to the 10th floor from the garage elevator. “Open” parking is available between the 6th and 8th floors, but watch out for the “reserved” plaques.
- Once to the building in any scenario, head towards the main security desk and the staff will direct you to a different set of elevators to get to DLR Group on the 10th Floor.
