Lieutenant Commander Lucas E. Keiser
Resident Officer in Charge of Construction Joint Base Charleston, SC
LCDR Keiser is a native of Barrington, IL. He attended Purdue University, earned a Bachelor of Science in Civil Engineering in 2010, and was commissioned through OCS, as an Ensign in the Civil Engineer Corps on 13 May, 2011. In 2022 he earned a Master of Science in Civil and Environment Engineering, with an emphasis in Environmental Engineering and Water Resources, from the University of California, Los Angeles.
His expeditionary tours include Embarkation Officer, Naval Mobile Construction Battalion (NMCB) FOUR, Naval Base Ventura County – Port Hueneme; and Combat Engineer, Naval Special Warfare Group TWO Logistics and Support Unit (LOGSU-2), Joint Expeditionary Base Little Creek. As part of NMCB FOUR, LCDR Keiser was deployed to Camp Leatherneck, Afghanistan and Rota, Spain. As part of LOGSU-2 he deployed to Stuttgart, Germany and Cameroon in support of SEAL Team TEN and Special Operations Forces in North and West Africa. His shore assignments include Construction Manager and Assistant Public Works Officer, Public Works Department Whidbey Island, Naval Facilities Engineering Systems Command (NAVFAC) NORTHWEST; Facilities Engineering and Acquisition Division Director, Public Works Department Seal Beach, NAVFAC SOUTHWEST; and Public Works Officer, Naval Support Facility Deveselu, Romania.
He currently serves as the Resident Officer in Charge of Construction, Joint Base Charleston, South Carolina. He is a Seabee Combat Warfare Officer, is a registered Professional Engineer, and is a registered Acquisition Professional Member. He has been awarded three Navy and Marine Corps Commendation Medals, an Army Commendation Medal, and two Navy and Marine Corps Achievement Medals.
